Hospitals and health systems are navigating enormous changes to better serve their communities. They are adopting, testing and embracing alternative payment and delivery models that allow them to improve care and lower costs by better coordinating services through clinical teamwork.
On Nov. 2, the Centers for Medicare & Medicaid Services issued its calendar year 2019 outpatient prospective payment system /ambulatory surgical center final rule. In addition to standard updates, the rule expands Medicare 鈥渟ite-neutral鈥 payment policies and changes the payment policies for鈥
A recent opinion piece in The Hill paints an inaccurate picture of CMS鈥檚 site-neutral payment proposal, which is both bad policy and clearly undercuts Congressional intent to protect payments for hospital outpatient clinic visits and expanded services at certain off-campus hospital departments from鈥

One hundred thirty-eight members of the House of Representatives Oct. 18 expressed concern with the Centers for Medicare & Medicaid Services' proposal to expand certain site-neutral payment policies to grandfathered off-campus hospital provider-based departments in calendar year 2019.
"For the communities, patients and employees of Ohio鈥檚 hospitals, this cut will mean hard choices about the services and jobs that hospitals support," Mike Abrams, president and CEO of the Ohio Hospital Association, writes in a letter in the Columbus Dispatch.
Reps. Peter Roskam (R-Ill.), chair of the Ways and Means Health Subcommittee, and Mike Thompson (D-Calif.) are asking their House colleagues to sign on to a letter urging the Centers for Medicare & Medicaid Services (CMS) to reconsider proposals to cut payments for evaluation and management鈥
