A federal judge in Oregon yesterday granted a nationwide preliminary blocking, until litigation is resolved, a presidential proclamation requiring most individuals seeking to enter the United States via an immigrant visa to have approved health insurance coverage within 30 days of entry. A coalition last month filed a class-action challenging the proclamation and an associated emergency information collection notice that provided less than 48 hours to comment. The judge previously issued a temporary restraining order in the case.
